What's Happening in Indonesia?

A series of protests began in Indonesia on August 25, 2025, in response to unfair wages and a proposed increase in housing subsidies for parliament members. The protests started in Jakarta and spread nationwide following the murder of Affan Kurniawan, a 21-year old online driver, who was run over by a Brimob tactical vehicle on August 28.

The first wave of demonstrations broke out in Jakarta, initiated by labourers and technical school students.

26 August, 2025

First call for a larger scale demonstration in Jakarta was launched, set to take place on August 28th.

28 August, 2025

Full scale demonstration was launched in Jakarta.Affan Kurniawan, a 21-year-old online driver, got caught in the crossfire and was run over by a Brimob tactical vehicle, which triggered the nation into action.

29 August, 2025

A convoy of Jakartan online drivers escort Affan Kurniawan to his final resting place.Demonstrations have spread throughout the nation. Big cities like Yogyakarta and Bandung suffered arson and vandalism.Makassar burned, taking four lives with it: Muh Akbar Basyri (28), Sarinawati (26), Saiful Akbar (43), Rusdamiansyah (25).In Surakarta, a rickshaw driver, Sumari (60), passed away due to the tear gas deployed by the police.

30 August, 2025

Demonstrations continued and spread to regency areas in Indonesia.Areas like Kebumen, Cipayung, Cilacap, and Pekalongan have joined the fight.Raidings of a controversial DPR member's house began.

31 August, 2025

Demonstrations continued.In Yogyakarta, Rheza Sendy Pratama (21) fell from his motorcycle as he was trying to escape the tear gas and passed away. Citizens found evidence of torture.

1 September, 2025

Demonstrations in several parts of Indonesia, such as Yogyakarta and Banjarmasin, went peacefully.

2 September, 2025, before Dawn

Two supposed safe zones in Bandung, UNISBA and UNPAS, were raided by the police and military.

What is 17+8?

17+8 Demands from the People is a summary of the 17 initial demands for the government to be met by the deadline of September 5th, 2025, and 8 additional demands by August 31st, 2026, hence it's called 17+8. In fulfilling these demands, the people demand transparency, reformation, and empathy from policymakers.

The points of 17+8 Demands from the People:

ASSIGNED TO THE PRESIDENT:
1. End the involvement of military (TNI) in civilian security, and ensure no protestors are criminalized.
2. Establish an Independent Investigation Team into the cases of Affan Kurniawan, Umar Amarudin, and all other victims of state violence and human rights violations by security forces during the August 28-30 demonstrations with a clear and transparent mandate.
ASSIGNED TO THE HOUSE OF REPRESENTATIVES (DPR):
3. Freeze salary increases/allowances for Members of Parliament and cancel new benefits (including pension funds).
4. Publicize budget transparency (salaries, allowances, housing, and facilities) for Members of Parliament.
5. Urge the DPR'Ss Ethics Committee to examine problematic members, with involvement from the Corruption Eradication Commission (KPK).
ASSIGNED TO THE GENERAL CHAIRMAN OF POLITICAL PARTIES:
6. Dismiss or strictly sanction party cadres who act unethically and incite public anger.
7. Announce party commitments to side with the people amidst the crisis.
8. Engage DPR members in public dialogue with students and civil society.
ASSIGNED TO THE NATIONAL POLICE (POLRI):
9. Release all detained demonstrators.
10. End police brutality and adhere to established crowd control SOPs.
11. Arrest and transparently prosecute members and commanders who commit or order acts of violence and human rights violations.
ASSIGNED TO THE INDONESIAN NATIONAL ARMY (TNI):
12. Return to barracks immediately and stop involvement in civilian security.
13. Enforce internal discipline so that TNI members do not take over national police's functions.
14. The Indonesian National Armed Forces (TNI) has publicly committed to not intruding into civilian space during the democratic crisis.
ASSIGNED TO THE MINISTRY OF ECONOMIC SECTOR:
15. Ensure a living wage for the entire workforce (including but not limited to teachers, laborers, health workers, and motorcycle taxi (ojol) partners) throughout Indonesia.
16. Take emergency measures to prevent mass layoffs and protect contract workers.
17. Open dialogue with labor unions for solutions to minimum wages and outsourcing.
+8 DEMANDS FOR A YEAR (Due: August 31st, 2026)
1. Clean Up and Massively Reform the DPR
Conduct a publicly announced independent audit. Raise the qualification standards for DPR members (reject former corruptors) and establish KPIs for performance evaluation. Eliminate preferential treatment: lifetime pensions, special transportation and escorts, and taxes covered by the state budget.
2. Political Party Reform and Strengthen Executive Oversight
Political parties must publish their first financial reports this year, and the DPR must ensure the opposition functions properly.
3. Develop a Fairer Tax Reform Plan
Reconsider the balance of state budget transfers from the central government to the regions; cancel planned tax increases that burden the public and develop a fairer tax reform plan.
4. Pass and Enforce the Corruption Asset Confiscation Law
The House of Representatives (DPR) must immediately pass the Asset Confiscation Bill during this year's session to demonstrate a serious commitment to eradicating corruption, accompanied by strengthening the independence of the Corruption Eradication Commission (KPK) and the Corruption Eradication Law.
5. Reform Leadership and Systems in the Police Force to Ensure Professionalism and Humanity
The DPR must revise the Police Law. Decentralize police functions: public order, security, and traffic within 12 months as a first step.
6. TNI Returns to Barracks, Without Exceptions
The government must revoke the TNI's mandate from civilian projects such as large-scale agricultural projects (food estates) this year, and the DPR must begin revising the TNI Law.
7. Strengthen the National Human Rights Commission (Komnas HAM) and Independent Oversight Bodies
The DPR must revise the Komnas HAM Law to expand its authority over freedom of expression. The President must strengthen the Ombudsman and the National Police Commission (Kompolnas).
8. Review Economic and Employment Sector Policies
Seriously review National Strategic Projects (PSN) policies and economic priorities, while protecting the rights of indigenous peoples and the environment. Evaluate the Job Creation Law, which burdens the people, especially workers, and evaluate the governance audits of Danantara and state-owned enterprises.
